Plan de prevención de desastres y salvamento de documentos esenciales

Abstract

Los programas de prevención de desastres para el salvamento de documentos esenciales, son una necesidad urgente en los archivos contemporáneos, principalmente en aquellos donde se conservan documentos con alto valor para la ciencia y la cultura, y sin los cuales es materialmente imposible,
poner en marcha la institución una vez ocurridos cualquiera de los eventos que los originan.
Para cumplir con este propósito, es imprescindible que las organizaciones adopten políticas inmediatas, que las obliguen a formular dentro de sus planes estratégicos y operativos, objetivos y metas que apunten al diseño de estos programas y darles el impulso necesario.
De igual manera, el convencimiento acerca de la importancia de este tipo de programas, no debe quedarse solamente en el nivel gerencial y ejecutivo de las organizaciones; por el contrario, es preciso que los niveles operativos y de ejecución, asuman como parte de la cultura organizacional, el adoptar
estos programas como propios de su gestión de trabajo, aportando su conocimiento y experiencia en el proceso de su formulación y manteniendo una actitud receptiva y vigilante ante la eventual ocurrencia de un desastre.
Una vez que se tiene claro en todos los niveles de la organización, cuáles son los tipos de desastres que pueden ocurrir y afectar su acervo documental, sean estos naturales, provocados o accidentales, así como los elementos comunes a ellos, el siguiente paso es realizar un diagnóstico de la situación que prevalece dentro de la institución (área por área), en cuanto a factores de riesgo. Es decir, determinar los tipos de desastre, sus probabilidades de ocurrencia, las causas que los pueden originar, así como sus efectos y las recomendaciones sugeridas, para evitar la ocurrencia del desastre o, al menos, amortiguar su impacto en el acervo documental.
Finalmente, es preciso diseñar un plan estratégico, que servirá para seleccionar los fondos documentales y colecciones caracterizadas como críticas, importantes, útiles y no críticas, área por área, donde se conservan documentos vitales, a efectos de identificarlos plenamente, establecer las medidas preventivas, determinar la parte responsable de las evacuaciones, así como las rutas apropiadas para hacerlas y las tareas de recuperación de los documentos dañados. Asimismo, es necesario establecer y disponer de primera mano, la información necesaria para activar los canales de comunicación inmediata, con las agencias de atención de
situaciones de emergencia nacional, entre ellos la Comisión Nacional de Emergencia y las unidades de bomberos del Instituto Nacional de Seguros, con el objeto de darle una atención integral a cualquier desastre que se presente.
La creación de un Comité Institucional de Emergencia, junto con una Comisión de Prevención de Desastres y Salvamento de Documentos Esenciales, es vital para darle seguimiento a estos programas y asegurar su aplicación inmediata cuando sea necesario.

The programs of prevention of disasters for the salvage of essential documents, are an urgent need in the contemporary files, principally in those where documents remain with high value for the science and the culture, and without which it is materially impossible, to put in march the institution once
happened any of the events that originate them.
To expire with this intention, it is indispensable that the organizations adopt political immediate, that force them to formulate inside his strategic and operative plans, aim and goals that point at the design of these programs and to give them the necessary impulse. 

Of equal way, the conviction brings over of the importance of this type of programs, it must not can only in the managerial level and executive of the organizations; on the contrary, it is necessary that the operative levels and of execution, they assume as part of the culture organizational, to adopt these
like proper programs of its management of work, contributing its knowledge and experience in the process of its formulation and supporting a receptive and vigilant attitude before the eventual occurrence of a disaster.
As soon as it is had clearly in all the levels of the organization, which are the types of disasters that can happen and to affect its documentary array, they are these natives, provoked or accidental, as well as the common elements to them, the following step is to realize a diagnosis of the situation that prevails inside the institution (area for area), as for factors of risk. That is to say, to determine the types of disaster, its probabilities of occurrence, the reasons that can originate
them, as well as his effects and the suggested recommendations, to avoid the occurrence of the disaster or, at least, to muffle its impact in the documentary array.
Finally, it is necessary to design a strategic plan, which will serve to select the information collections and characterized like critical, important, useful collections and not critiques, area for area, where vital documents remain, to effects of fully identifying the preventive measurements, determining the part responsible for the evacuations, as well as the routes adapted to do them and the tasks of recovery of the damaged documents. Likewise, it is necessary to establish and to have
first hand, the necessary information to activate the channels of immediate communication, with the agencies of attention of situations of national emergency, among them the National Commission of Emergency and firemen's units of the National Institute of Assurances, in order to give an integral attention to any disaster that one presents.
The creation of an Institutional Committee of Emergency, together with a Commission of Prevention of Disasters and Salvage of Essential Documents, is vital to give a follow-up to these programs and to assure its immediate application when the organization consider it necessary.
